Mr. Lucas concentrates his practice on representing municipalities and other institutional clients as a counselor, negotiator and litigator. Mr. Lucas seeks to help his clients avoid costly litigation whenever possible, but when litigation cannot be avoided, he has successfully represented his clients in both state and federal courts.
For the past 20 years, Mr. Lucas has been one of a select group of highly skilled attorneys approved and retained by the Michigan Township Participating Plan to represent municipal clients who are being sued for damages. During this time he has represented numerous municipalities throughout Jackson, Lenawee, Monroe and Washtenaw Counties in civil litigation.
Respected by his peers in the legal community for his common sense approach to the law, he is frequently asked to act as a arbitrator and facilitator.

Prior to obtaining his license to practice law, Mr. Baker served in the United States Marine Corps, rising to the rank of Major. While in the Marine Corps, Mr. Baker served in a variety of leadership and supervisory positions within the field artillery.
Before joining Lucas & Baker, Mr. Baker’s worked for a firm specializing in criminal defense and was a sole practitioner. Mr. Baker’s has extensive experience representing clients in a wide array of areas to include municipal matters, divorce, child custody/support issues, real estate matters, and general civil litigation.
Currently, Mr. Baker represents several municipalities and business clients engaged in complex litigation. Additionally, he continues to represent individuals in the area of domestic relations and real property disputes. He serves as an Assistant Prosecuting Attorney for Lenawee County handling a wide variety of prosecutorial duties.
